TSC Puts Teachers on Notice as April Nationwide Transfer Exercise Approaches Under New Digital System

The Teachers Service Commission (TSC) has released a new advisory to teachers across Kenya, urging them to prepare for a large-scale transfer exercise set to take place in April 2026 — the first to be conducted entirely through the Commission’s new digital platform.

The upcoming transfers are part of a nationwide staff balancing programme intended to ensure the fair distribution of teachers across schools in Kenya. K47 The move comes as a response to a growing staffing imbalance across the country, with many primary schools experiencing localized overstaffing while other regions remain severely under-resourced. A New Era for Teacher Transfers

TSC abandoned the old transfer system and launched the new one in August 2025, adopting it fully in November after a three-month pilot phase. Teachers Arena The digital platform — known as the Teacher Transfer Module — replaces the manual process that had long been associated with delays and, in some cases, corruption.

The new system allows teachers to apply entirely digitally, eliminating the need for physical paperwork. The Star Among its key features are the automatic matching of swap requests, the ability for teachers to accept or reject a proposed match, and the complete removal of the need to physically visit TSC offices.

To use the system, a teacher logs into the TSC website using their TSC number, ID, and mobile phone. A secure authentication code is then sent to their phone. Once inside, the system automatically identifies whether the teacher is serving in a primary or secondary school, and the teacher can then initiate a transfer request by providing their current posting, desired location, and reason for the move. Who Will Be Affected

TSC plans to redeploy teachers from overstaffed schools to institutions facing teacher shortages, with the aim of improving learning outcomes by ensuring every school has adequate teaching staff. Teachers who have overstayed in one station are also expected to be among those considered for relocation. K47

The April 2026 transfer wave is driven by the need to align the workforce with the Curriculum-Based Establishment (CBE) framework, particularly with over 1.2 million Grade 9 learners transitioning this year and the impending Senior School rollout. Teacher.co.ke

In February, TSC instructed County and Sub-County Directors to gather detailed information from school heads to help build the transfer matrix that will guide the exercise. K47

What Teachers Must Do

The Commission has made it clear that only applications submitted through the official digital platform will be considered. Manual applications or informal requests will not be processed. K47 Transfer requests will be reviewed and approved by TSC Regional Directors heading transfer panels in their respective regions.

Notably, while classroom teachers have full access to the digital swap module, the transfer of school heads and their deputies will still be handled administratively by the Commission to ensure leadership stability in institutions. Teacher.co.ke

Mixed Reactions from Unions

The rollout of the new system has not been without controversy. Kenya National Union of Teachers (KNUT) Secretary General Collins Oyuu faulted the TSC for introducing the system without prior engagement with unions, while the Kenya Union of Post-Primary Education Teachers (KUPPET) welcomed the innovation, with its Acting Deputy Secretary General Moses Nthurima noting that the new platform has the potential to cut delays and reduce malpractice.
